No, you cannot buy any in-game items (or zeny) from other players with real money. That is prohibited by the terms of service, and your account can be suspended if you do so.
No, cards are not sold in the cash shop here. (thank god!)
What you can do, of course, is purchase other items from the cash shop with real money, and sell them to other players for zeny, and then use that zeny to buy in game items. Lots of people do that.
