Can we get skill snap and /q2 options added to the settings app? So I don't have to disable skill snap and enable scroll wheel hotkeys every time I open a new client...

Have you try running RO as Admin?

I posted a fix to this at least a month ago.
Open up the optioninfo.lua file in notepad within your savedata folder. Scroll down til you see
CmdOnOffList["/bgm"] = 1
Right below it put
CmdOnOffList["/q2"] = 1
CmdOnOffList["/skillsnap"] = 1
Save. (not save as)
Make sure you're running RO as Admin and in compatibility mode (SP3 seems to work the best for me).
Same goes for the actual options program (setup.exe)
