It could mean a hell of a lot of things.

Can you ping ropatch1.gravityus.com?
If you get a DNS error (cannot find/cannot resolve), then see this thread, it is impacting a significant minority of Comcast users (it clearly isn't all comcast users), and can be fixed via google DNS or editing the hosts file. http://forums.warppo...o-patch-server/

If you can ping ropatch1.gravityus.com, or you get a non-DNS related error when you try, then it's something else (if you get non-DNS related error, post it here!)

If you can ping ropatch1.gravityus.com, test ftp://ropatch1.gravityus.com in Internet Explorer.
If that works, your firewall is blocking the patch client, fix that.
If that doesn't work, try it in a real browser.
If that doesn't work, all FTP traffic is blocked, issue is likely your ISP (confirm by accessing from other location) or badly behaved security or other software.
If that does work, there's a bad setting in IE that's causing problems for you (the patcher uses IE's settings). Nobody who had this problem has ever posted back reporting how they fixed it, though I believe several players have successfully fixed it.
