It's all based on SCAD(and since you will most likely go knuckles any physical damage you do get is attained from that). You only have generally three or four go to physical skills in normal mode, and one in Doomguard, and for Inferno 1 to 4 skills depending on build also. Right now, magic is the most efficient given the mana cost of your transformations and other physical attacks. But, there really isn't that much of a distinction compared to before between physical ss and magic based, only different variations of builds. You use many the same equips.
(It's pretty much AA based build or SS based that are completely different now.)

-you face multiple players at once (certain magic skills are AOE-skills) and magic skills have a 30m range (physical only 20m) and they are spammable (1 sec cooldown and lightning chill / 4 sec on hydro acid throw)
-you know your target has low resistance on a certain element (most of the time its water or wind)
Use physical skills when.
-You face one or a few players at once
-(and) when you know your target has low defense (most classes dont have defense buffs and when you dont see a tank/rad buff on them, you can be sure that their def is quite low)
-when you have to heal yourself with absorbing energy
