They have that already. Monsters have their own natural respawn times in fields/dungeons. But for TI I think it's around instant.
Edit: A thought just came to me. Maybe the low spawn amount in Low TI is because the monsters don't have their respawn timers set properly for that map yet?

No, this was not like that before, someone or something is bugging the map. The spawn was much better some months ago
