But only increase the profits of the rule-breaking dupers in the game!!!

So the result of changing the +10 to +11 rate is
1. Players less willing to overgraded refine and less high refine rate gears
2. WP lost a huge flow of revenue
3. Rule-breaking dupers take all the revenue with duped BSB.
