you have to buy the RWC accessory box and you get 1 ring + 1 pendant. Then you buy the tickets to reset the enchants for the ring with KP. the enchants are free, and to keep the bonus, you have to keep the ring and pendant unchambered (ie do not slot). The slot has it's uses though since cards can get installed.
The RWC box prices are pretty high right now, but if you scan the market thread you might be able to get one.
What are some good gears for creating a lot of new characters?
