These requirements don't make any sense.
I somewhat supported the idea of VMs for T2 gear because it made winning colo more meaningful and the medals had no use before. But the amount of medals required is completely unrealistic and devalues the importance of winning one colo. 1 Victory Medal = 1 colo victory, so making the requirements that high suggests that it's supposed to be easy to win often instead of something impressive.
Lets do some math here:

The New BP cost is 48% of the old BP cost. VMs are worth between 6170 and 6427 BP each using the difference in BP cost above. The average here is 6345 bp/VM.

So all the accessories cost 34 VMs total, Weapon + Armor costs an estimated 193 VMs for a total of 227 VMs needed to get the full T2 set.
Which is just insane. Either we're expected to win 227 colos or most of these medals will come out of boxes. If we're expected to get most of our medals the second way then T2 isn't about rewarding colo victories at all, it's just another way to gamble.
A better way to do this would be to have each accessory cost 1 VM and maybe have the weapon cost 5. This would still be hard to obtain because it's not trivial to win colo, but allow victories to have some meaning. Or you could just have the gear cost BP and trade in the VMs for some value as others have suggested.
