Oda or Camp, can one of you please confirm as to whether or not GH spotlight will affect the instance as well?

I actually agree with the 0.2 Second Delay, but having it only effect Rune Knights inside of WoE Forts & PVP would be nice.

-Dragon Breath gains a fixed after cast delay (cannot be reduced) of 0.2 seconds. This is to prevent the abuse of no delay until the development team provides a solution. Other skills will gain similar delay if they are abused in the same manner.
While I agree with this, I would consider it as a trial and have the delay time adjusted accordingly if needed along the coming weeks. Also, thanks for the cheaters this screwed everyone else specifically special built LKs, for this it would be appreciated to get a one time stat reset to re-adjust. Would it be possible to offer such for LK class?

Who the heck uses NDL for pvm. And even so, it's absolutely irrelevant in importance compared to its use in woe.
Either 0,1 sec OR 0,2 only in pvp areas please, pvm rk shouldn't get f_d over the inability of banning cheaters in pvp.

DB gets a huge pvm buff when it starts getting affected by % reductions(water DB update?) because it also gets amplified by % bonuses in that case. It will be absolutely ridiculous in PVM after that update lol.(and on non/low reduction targets in pvp/woe)

DB will be insanely buffed when new skills come in, having Ranged dmg% to affect it makes huge diference, even more for pvm scenario.
However if all the reductions are applied correctly, even it getting stronger, geared ppl will take less damage without elemental armor tha they take now using fire armors
