Particularly like the proposed new party window. As for the argument bout the lv and exp gauge taking up too much space, why not just place it under the character name with exact numbers displayed by mouse-over. May I also suggest that character class be indicated, in parentheses, next to the character name. ^^

Perhaps the better option would be to only make this interface available to screen resolutions 1024x768 and bigger while smaller resolutions can only have the classic UI.

I would presume the UI is hardcoded into the client, so that would be a no.
There is something called Client Editing, so perhaps it is possible for players to do something on their own.

Modding is something that's always an option, it's getting official support that's the issue.
It's completely possible, I remember being shown a few edits and applications done by an iRO discord user. I think a custom pet hunger bar was made there as well. But the big issue is that it needs official support, if we had that then so many things would be possible. But alas, we have to rely on underground edits. Albeit there is a counter reason for why they can never officially support stuff.
