This is definitely an unpatched XML.dat file. Did you maybe patch while the game was still running?

same here,
actually sometimes the game does not patch properly to me.And what's even more confusing is It does not give any signs that it didn't patch properly.
For instance back when there was a whole unity event going on, I patched my game normaly but the cake nor the npc appeared to me,so i had to re- download and re-install the game in order for it to appear.
And looking few days ago when i posted the whole akanai bracelet with the double names, Popcorn wrote that the issue has been resolved but in my game the bracelet still has 2 seperate names and the one for priests says it's for warlok. I wonder why that happens, but it's really annoying having to reinstall the whole game every month or so :/

Invoker chain lightning goes through monsters without any damage. For example in Galaxia the crocodiles aren't affected by it. I have lvl 5 on it. It does hit some of the other monsters around it though.

A video would be a bit late now and is also not needed, because it's clear why nothing patches anymore.
Let me try to explain:
If you started the patcher while the game was still running the patcher tries to patch the file (in this case the XML.DAT file is the problematic one). This does not work, because the game is running, but the patcher does not give an error message. The XML.DAT stays unpatched but the patcher "thinks" everything is up-to-date, because it patched and no additional patch is done.
I don't say that this is the case for you, there are lots of other reasons why the patcher did not patch the XML.DAT file. And finally it wouldn't make sense to investigate this, because I am sure we can't reproduce it.
But I can offer you the following:
I can upload the updated XML.DAT from my installation to onedrive and you can download it from there and replace your unpatched one with mine. Then everything should work perfectly.

What it actually does; 50% of caster max hp.
Performed tests and everything.

Alright, I did a test for you big friendo!
I used broken junior staff to control Matk and this is what i get
Before wide heal
After wide heal (lv5 heals 70%)
Conclusion : From 24.93% to 95.07%, It's 70% of max hp! I guess there was a bit hp generation during time so just ignore it but...it's close enough to 70%. No Matk involved!

Actually it was only one test, in only one setting. Which isn't too good if you want to fix a skill description, which can have to do with a whole lot of stats.

The Infiltrator Skill "Katar Blocking" has a wrong skill description. The skill description is based on the 'old' effect of block, where Block was really useful. Sorry, that I'm only able to help out with lvl1 but I won't skill the skill higher than 1. I hope the other skill lvls will be figured out too.

The 15% from beginning come from my equipped Katar, since every Katar except element weapons (lvl40 and Elga) give +15% Block Dmg and a small amount of Def Rate.

The Katar blocking skill already was reported, but maybe I haven't taken too much time to see what its actual effect was... Better check again.

Not sure that the team is still having time for these errors since they have had tons of things going on but it does not mean i should not post anyway. Gonna update some
Dash stab also causes victim invinciple during being down.
Physically it should hit fallen enemy but i'm not sure if it's meant to be. Just a question.
Weapon suspension also gives victim superarmor during effect time. Epic!
Barricade does endure incoming damage but it does not show on stat (not specific). Barricade also gives superamor.

I have never been sure that higher level will give longer summoned time. If it does, i desire to know more specific (it should not confuse players by general description).
Time Reverse Aura, Offensive Aura and Defensive Aura cannot work at the same time but it does not say.
Shoulder tackle, Spearjab, Windmill and Headspin give superamor. I'm not sure about Lightning strike, Sven and Aerial kick *gonna need more proof*.
Tornado launches enemy into the air. "I don't believe it slows down until i see the effect on their head."
Actual description is "Increase movement speed when bow or crossbow is equipped."
"Why do you restrict bow and crossbow?"
Arrow pierces multiple targets.

As for Magician's Ice Tornado, I believe it does slow down. Whether there is the Effect icon over the head however...
I used to launch it on F7 back then, like Cyclone Xynthia. Not only to make them be slower, but also to regen' MP (even if Invokers don't really need to overconsume).

The Tornado has no effect on movement. Rather, the second hit from the Z-Z-X-X combo does slow opponents down a little bit.

I have figured that some of passive skills apply when weapon is equipped.
Thanks to StormHaven told me about the Rapid Step!
And here comes a misdescription.
So wearing my weapon increases 4% Block Damage but the description says 3% Block Rate.
The correct description is blocking damage. Also about the stat, it should be 4% at level 1.
I don't know the higher level so I can't promise that rate it will be.

Im too high lvl to screenshot this but in skill description for Savage its wrong in lvl range, you can "learn" Headspin in lvl 43 or something if i remember correctly, but you have to have 3 skillpoints in the ability Windmill that goes up to lvl 47(i think), so you have to be lvl 47 for headspin(sorry if im not exact with this because both of them is maxed for me) Its the same with Sevral diffrent skills, you should remove the lvl for Headspin and just say you need 3 points in Windmill >_<
