10% variable casting isn't that much difference, actually. But with SE having no fixed cast, I could tell.

By the way, the Green Whisper costume still has its effects too (FLEE+20).

costume WPH does still work. -94% cast without and insta-cast with. glad to see the effects will be leaving soon and looking forward to their return next halloween

Oda was saying that they don't like to remove stuff like that without giving folks a week's notice, so take that as you will.

Finally, I can wear my Cat Santa Hat costume without feeling obliged to wear my Costume WPH.

 

EDIT: Are you sure they aren't working anymore? I can't tell with my cast time but something feels off without the Halloween costumes... or maybe it's just me...
