ok, data from some website that cannot be named says 1% chance, so it should have procced about 30 times for you. just to be sure though, you do know what it looks like when it procs right? the char turns red like mastersmith's power thrust skill. if not, then it's broken and you should send a ticket because they're not gonna know it's broken unless you ticket in and they look at it

Oda said in the stream that they haven't had time to dbl check the scripting on the quest to make sure everything is functioning as expected which is why the quest hasn't made a return. also they're probably going to be quite busy with the 14.3 release and aftermath for the next few weeks.

If they're working on 14.3 then expect things to probably take a little longer. I don't foresee this to be a quick maint. With that being said, I get to go destroy the lawn and gardens. Should be done hopefully when maint is over.
