Well, i agree on this -> High Concentration passive <-
if u Remove Aoe - just put a new fire skill instead , u cant have 0 fire skill and take advantage of pyrophobia ( counter do not have fire dmg actually, need to be fixed). And Well when u see evryone with 2-3 aoe , the elem class with one look ok. ( but here i will see the " But ! elem always meant to be a single target hitter .. " haha , go say that to the dev that made the last skill udapte pls, he will just tell u he doesnt care about this old -_-. )
Limit Phobia to 1 - doesnt need for me , it look fine like this, evryone should be able to make his own build and to use evry skill they want, where did u saw a class with a lock system?.. ok lock it for max 2 debuff, not 1.
Also if u gonna put a casting time for Phobia, you just gonna kill the class, the elem focus their skill on using the phobia debuff, it's like u put Charge with casting time or rush lol .
u cant Nerf the main skill .
Give them some skill animation to calm down all the QQ dont increase the casting time.

You want a Single target shooter without aoe, and no dash to escape in bad situation?
