Judging from what i remember they saying ans hinting about the monthly shadow set quest, the one after Unfrozen would be Tempest :v no wonder it got scraped out

motivate newbies to play. let newbies purchase kp and buy boxes. create 1000000x alts and farm instances. buy desired items from lucky boxes from newbies. amount of $ spent = 0

Boxter exists for a reason, and that reason is because GM's don't always get things right. GMs don't know when they put an item in a box how popular a particular item will be, but I imagine they want the dwindling percentage of players who still put money into this game to be happy, and that's why boxter is around.
The only reason someone wants Boxter so badly is because they made an investment on buying some kp hats for cheap and wants to cash out through boxter.
That is an absurdly ignorant statement, considering two of the items I hear people say they wish were in Boxter the most are KVM Badges and Prize Medals, two things you cannot buy from other players.
There are also many many items that have never been put into Boxter, and every update is more lazy than the previous, so buying up a bunch of hats nobody wants is a huge gamble.

More like internet lingo.
I didn't see the context in which it was used, so I just listed all possibilities that I could remember.

My 2 Cents lol:
As someone that has bought a ton of boxes over several years I understand the risk of buying a lucky box. I still have Deviling Hats from the last time it was put in a box lol. I have tons of stuff that never got boxtered. People that don't buy Lucky boxes will dislike boxter. I don't really understand them because they can buy the cheap stuff in game to turn in to boxter for Lucky boxes without spending real money. Maybe I am wrong and the people complaining about boxter really want thousands of useless Deviling Hats in circulation just to let the people that spend real money know there is a risk lol? The reality is its better for everyone if they boxter the Deviling Hat. Everyone that wants a Deviling hat for aesthetic purposes already has one. The rest of the Deviling hats don't move. They sit in someone's storage taking up space until maybe Boxter will take them. Those Deviling Hats(and other aesthetic stuff in the Lucky Box) are better served being exchanged for something that people will use. You rather a guy have 50 Deviling hats sitting in his storage or someone with 100 X3 Battle Manuals selling on the market? Yes the guy that has the 100 X3 Battle Manuals makes a zeny profit off a Lucky Box he spent REAL MONEY ON but people that need X3's will get them at a cheaper price. That goes for any useful item in the Lucky box.
This is my thoughts on the risk aspect of buying a lucky box. Say the guy trades in a Deviling hat for 300 Brownie Points. The Lucky Box costs 1000 Brownie Points. I spent $3 getting the Deviling Hat but have to give 4($12 value) to get one back. Who can't hate that exchange lol. I already felt the sting of getting the Deviling hat for $3 and have to waste 4 at a chance to get something different back. Guess what, I may trade in 4 Deviling hats and get you guessed it, another Deviling Hat lmao.
I think this is the general reason the GM's put boxter in. They know its better for everyone. Its better for the people that spend real money. Its better for people that don't spend real money. Yes it helps the money spenders more but they did spend real money supporting the game.

although i agree they need to update boxter as soon as the new lucky box comes in to reflect the content, i also agree on Demeris point that they should keep the brownie rewards only for "turning in the technically good stuff" where in the example, we all know deviling hat is not used outside cosmetic reasoning but the hat itself drops more regularly and therefore letting it be converted back into points is a real serious kick to WP's pocket.
Oda and Camp posting the rarity of lucky box drops has been a very good step into the right direction for those who complain theres no clarity in the drop rates (which I still dont understand why people QQ about it, you would spend money on gachinko and slot machines and those give no clarity ((apparently there is a trick to it I heard from someone but i dunno)) at all. Lucky boxes are a gamble in its own right and though I shouldnt really be mixing it into the same bag as slot machines at casino's its pretty much the same processes that go into them, we buy and hope we get something big at the end.
However, I still agree an update of boxter at the same time as the release of a new lucky box should be a sound and reasonable request.
Not too sure about the disclosure of rarity part Pervy-San. Since we have that, it is my perception that the system has been tweaked to have the rare rewards as a merely incentive, something to aspire to buy the box, with close to no percentage / probability to actually get the item.
Most of the heave expenders that I know of are opting to either sell the wpe or kp instead of actually using it themselves. That is to let somebody else take the risk on the boxes, and keep yourself safe by purchasing either upgraded items already or the rare costume of your choice. The side effect of this is that zenny is king. All the instance farmers know this by heart.
You could argue that as long as the WPE is purchased everything should be fine. I still fail to see how to complicate things for buyers (not updating boxter, little chance to get something of value in boxes) is something good for the game.
Microtransactions with a given risk and monetization is fine as long as the perceived value is there for the players. I used to keep my whole guild loaded on WPE and most of my gear has been obtained on that action. Now I seldom do that because nor me, nor my fellow WPE customers spend resources on boxes that you can not recycle or actually make benefit of.
Just guessing but I think WP made money mostly on new upgrade event this year. Hopefully all targets have been reached so we have enough resources to keep IRO running strong and get all the updates, fixes and tailor made content that we wish and constantly request for. Custome flooding and this new lucky boxes implementation are just not of my cup of tea. I got VIP on my accounts and will open some with that KP but thats it. no additional investment (or cost if you want to see it as such).
Also, no incentives to convert point with promotions as previous years. WP has been lacking to provide more bang for your buck. That is in a nutshell the point i want to make.
Christmas is around the corner, so maybe we still have surprises ahead of us.
Think about this: when was the last time we had a post about "post your boxes result"... where are all the heavy whales spending $$$ on that?

This notion of rarity was due to the unwhaling people complaining how us whalers in effect controlled the monopoloy of the incentives, and because of this the notion or rarity came into play. In the past everything that came out of the box was incentive worthy, but now you get this watered down product because some people cant afford to spend on the game outside VIP or whatever it is. In my opinion this lucky box has been very incentive filled, out of 30 boxes I at least had 15 boxes worth of 2k prize medals.

too long to read but however you perceive boxter, whether it will be good or not, GMs should update it since it was what was promised officially on the first place for lucky boxes. It would be unfair to the informed one and those who bought lucky boxes who had boxter in mind not to do so. If they plan to remove it, still they need to have a statement about it. But they are currently being dodgy at the moment

I mean there have been a lot of posts about this in maintenance threads and it's pretty obvious that they are being ignored. Does it really hurt to reply something like, yes or no or we are still deciding or we don't have the time for that or whatever seems to be the issue?
