On April 12nd 2017 the Mastery Points Requirements and Max Capacity of Mastery Points that players can store have changed (Patch Notes).
 
Here's the table showing the prior Mastery Points Requirements and the new ones.

The table works from left to right, and up to bottom. This means that you will need the amount of Mastery Points showed on the row of Level 1 to get to Level 2. This explains why Mastery Level 40 has no Mastery Points.

The new Max Capacity of Mastery Points that players can store is now split up in different levels' ranges. 
 
Mastery Level 1~9 = 10000 Mastery Points
Mastery Level 10~19 = 30000 Mastery Points
Mastery Level 20~29 = 50000 Mastery Points
Mastery Level 30~39 = 70000 Mastery Points
Mastery Level 40 = 90000 Mastery Points
