Let's be honest, some people did abuse this on purpose and some did not. New players are coming back all the time and don't know what quests are "repeatable" and which are only "repeatable every 24hrs". They would have no idea unless they know the quest already.
The problem is, people who had no idea it was a bug and stopped the minute it was patched the first time, since the whole "fixing an issue with 16.1 Pront Castle" confirms its a bug, should NOT be punished the same as people who went and abused it after said "fix". If the GMs can track who gained tokens during this time, they should easily be able to tell who continued the abuse after the "fix" was implemented.
Edit: In other words, some people did this on a massive scale and some maybe got a few extra hundred tokens. Should these people be punished the same, when some were fully aware and others were not. It's easy to simply say "CHEATERS" to a mass of individuals, but that's a really bias and immature way to handle this situation.
