this is what i came up with
*note these are final values used with ROratorio's renewal Calc, but i also used Doddler's for a consistent check for the non trans lvl 99 2nd class characters. The HP/SP values seemed to be the same so i didnt worry to much. Also these are just rough figures so it might not be completely accurate to the exact number >_>*
Every class was at lvl 99 job lvl 1 with 99/99 stats in Vit/Agi

So Fist as you can see its not just your monk class quite a few classes all loose out on hp/sp when they change to the 3rd class, is it balancing? a mess up from the developers? maybe cruel fate just getting back at everyone...who knows but i can tell you the numbers dont like the extra 25% to hp/sp regardless of the work needed to get back to 99/70 is worth it when you look at the fact that quite a few classes lost out in different areas especially sp lol.
Plus dont forget you get to use 100 stat points instead of the regular 48.
Now as to your question about the getting bonuses in hp/sp for changing jobs, well i agree that should happen but i'm also a firm believer that if you take the time and effort to go back to a lvl 1 high novice then you by far deserve the right and the bonuses that come with the hard work. Remember hard work always pays off in the end...well maybe not in real life but in RO it does

Most of the players who are making new chars are just expanding their accounts with slaves or cookie-cutter builds that exploit the latest topic of "needs to be nerfed." Even Stevie Wonder can see the eden group was created to bypass the awfulness of the entire process of 1st class. For the most part classes are one dimensional in what's "Best, awesome and most effective" so your build is laid out for you and covers 4 areas WoE, MvP,Pure Support (potters/forgers(lol)) and PvE (you will be laughed at, I make most of my chars PvE so I know), ironically you can interchange WoE and MvP effectively enough.
If you were to follow just one path without spilling into the other you probably can:
Potting/Forging: Stay away from going 3rd class as it screws your rates up (see upgrading mechanic for /facepalm)
MvP: Expect to max out all skill points only to build your char around 1 skill exclusively
WoE: Jump on any forum and look at the "builds" and realize this is what they are referring to without referring to it.
PvE: Have an honest debate with yourself about if it's worth it to trans since you don't WoE (see Minstrel's Tarot Card of Fate and Arrow Vulcan for reasons to not trans a bard) or trans, get to 150 and then reset to something else as you clearly have no purpose being PvE at 150/50.
I personally enjoy (post renewal) the trans part of leveling the most because I had never made most of the classes and learning new chars/skills is always fun for me. After going through the process of playing the individual classes, I've come to learn what classes I like and really hate. Since renewal started I've made 8 3rd classes (only 2 of which were trans and neither 99) so I think I have a bit of understanding on the grinding process lol.

In theory going the distance Novice -> First ->2nd Class -> High Novice ->High First -> Trans -> 3rd Class just doesn't apply to the community anymore. The idea behind the job change quests, item hunting, awkwardly made leveling maps, and the tedious leveling is really to help a new player get accustomed to the world without having to do any stand alone exploring. Ragnarok doesn't draw new players be it new to MMORPGS or to Ragnarok in at a rate where it makes sense.
