I'm just curious how much easier leveling got at higher levels (140+) and how much harder lower levels (<99).

At lower levels, it feels like it's been halved. That's not a bad thing though, as before you would literally cycle through maps in minutes determined by your level. Before on Ymir (using a 99 merc) with a newly rebirthed character you could go from level 1 to 4x in half an hour (normal Ymir VIP xp, no manuals etc). Now using the same thing, I got to level 25 on my high mage in 30 minutes. However, the trade of for this is now mercs kills count towards kill counts (at last!) so once you hit level 30 or so, and start overlook (which has good xp anyway) things will speed up again. Overall, this has been a good change that came with the balance patch.

i dunno why but myself and others are lag spiking a -_-load ever since maint.

Lord of Death helm is bugged. Instead of adding 5% damage with AK card, it doubles your damage.

Doubles damage.. that would be odd and will be checked on.

As for the TI choices, there aren't many monsters in that level range currently so there is a fair amount of repeat that will happen.
