i think...they just hate the archer class in general._. so many nerfs...past and present~

Fixed cast times should never take up more than 20% of the total casting time.

I believe we need fixed cast time. Like, 1 second itself really isn't a huge cast time for spells if spells can reach it, making them any faster is basically bringing instant cast back.
