I like your answer, however Rotine has already claimed the prize. Cement is an ingredient in concrete which the pavements are made of. They are not made of pure cement. He cannot walk on cement pavements because they do not exist.

Well if it is the jewelry store on Broadway with the concrete pavement then it would have bars on the door.

He planned on robbing the jewelry store. He hit his head on the door of the store while trying to break it down (head injury) and on his person, they found evidence of a planned robbery.
Does any sane person try to break a door down with their head?

i know, he went to a party that got so crazy he took off most of his clothes, he was so drunk he crashed into the jewerly store door and fell down, he got arrested because he was almost naked in a public place!

If he had smashed his head into the door, would that not be the act that broke his crown? And as such, prior to that he would not have broken his crown and thus not be in the state of mind to warrant smashing his head on the door, no?

According to the witnesses, Daniel McNeill had attempted a quick smash n' grab. He had hurled a rock at the front window. The front window was made of tempered glass, deflecting the attack on it. The rock happened to rebound and hit Daniel McNeill in the head, knocking him unconscious. He was arrested for attempted robbery.
So, those who said he had injured himself in the head and/or was trying to rob the place were almost there. I would also had accepted an object other than a rock that could be used for a smash and grab that can knock a man out. Like a carrot, a stapler or da herp dee derp da teetley derpee derpee dumb.

8- you need to be great at playing RO, to demonstrate you know how to deal with Bots, Scammers, Ksers and cheaters during your campaign and presidential period, not to mention international relationships with people of other countries, market inflations and zeny(dollar) sinks.
