This sounds more like a runner-up prize than a reward for participating. Unfortunate for the other participants who I know put in a lot of effort into their submission, only to be told "lel not good enough for my standards for a participation prize."

My theory as to why some people don't get their prizes during maintenance is because they are online when the servers go down (whether it be vending or otherwise)
