Why not? It's a non-combo effect that doesn't stack. Is it a description error? Or is that item just "unique"?

Which is also intended and only chasers can get near the same benefit, which also makes sense because they copy skills.

Well it's pretty obvious since like you said, the CD is 3 seconds naturally. Why would it be -1 second?
I mean I understand wanting it to stack, but it was not intended and does not stack on any other server. The ring on the other hand was made by jRO.
kRO has a shadow set that reduces the CD of DD also.

It's only 3 seconds at level 5; at level 1 it is 5 seconds. 

 

Hey man, I'm asking. If the answer from WP is unequivocally "no", then fine, but at least fix the description.
