You're interpreting "chance" wrong. I recommend you try reading the next sentence after the one where you bolded the word.

I said, no you have a chance of getting in.

 

You can interpret it in two ways. Chance as an opportunity, or it literally meaning chance as the gambling term. I have a chance to win the lotto, doesn't mean that I am going to get it.

 

KriticalAssassin asked camp if everyone is getting a key, there was no response. Moreover, They didn't state everyone is getting a code. Letting everyone in, isn't a closed beta. So it's safe to assume it's limited.

 

Or a third theory, they're keeping their mouths shut and base it on what ever is convenient for them.

the download links and E-mails should had been ready the day before launch, since the login test was scheduled on monday now lets hope there arent any complications with the download of the new launchers among other things that can go wrong, if enough people can log before the day ends it would be appreciated

It’s 7:30 in the morning, give it a rest. People have been ding donging since 4:30 AM. Even I had assumed it would be after 9 AM, when they get into the office.

Just as a refference, when they patched the Renewall update in Brazil it only opened for public at 6pm of the promissed day.
