I would do it in PST, except I'm kind of stuck in CST for the next year or so. But that would be earlier for PST people and a higher chance of a CM/GM to help out.

 10pm CST is fine. That just means event will be at 8pm PST. I was just saying putting official time in PST would be better for general audiences and participants. You don't have to tho. was just suggestion.

I have considered doing some sort of player auction event, but I wouldn't know where all the money would go to. Maybe give it to Oda to eat?

In terms of activity, I do once in a while window shop at the Chaos market (love to look at the fancy icons of items),

but seeing all the +12 and billion zeny made me too embarrassed to buy/sell +7 items, thus the low post count (from all the bumps?)...

plus I do read most of the class guides written by players, does that mean I'm inactive in forum?

You could probably allocate that money to host another event. Or somehow turn that into charity event.

Lurking is not the same as actual forum participation (via posting). How do you become part of the community if people don't know you exist?

Guys have slots too, most prefer not to use it though.

Which slot are you talking about? Upper gets used 3+ times a day for mastication.

Lower one empties 2 to 3 times a day usually. Too much info?
