Emblem switching or using a blank emblem during WoE can result in broken guilds and suspended accounts.
 
Now, I'm not a rocket surgeon like you are, but in my understanding - a suspension isn't a perm ban. It also says can, which means that it doesn't always result in that.

Also I wouldn't do something that was a perm ban.
