We were talking about PVM. Also, water ball is way stronger than Tetra right now, in terms of total damage. If I can deal 600~700K Tetra, I can also dean 1M+ Water Balls... against Yanku, who is not fire property.

how is magician class (sorc & warlock) these days ?

Im wondering how you deal with constant lack of water. You have deluge with the set but doesnt its cells disappear when waterball is used. And there arent many maps that have water to utilize.
For mvps i was thinking storing waterball 5 times so do waterball, then releaae, then release, then release, then release, and finally release! XD
Also i fould like to see someome use waterball in woe sometime. If its as strong as you say it is then i should soon be seeing it.

How about:
Make both, level them until ~110 so you can get a feel for their playstyle.
Then descide on whether you want to only play one or both of them.
Pro: Quite a few gears can be shared between those classes.
Doing so will not provide best results, but works just fine as far as Turn Ins are concerned.
You'll mostly want to grab a Skull Cap + Thorn Staff of Darkness combo or Celine's Ribbon instead of an Ordinary Black Mage Hat, so both characters can use it.

Basically what Sewasan said for elements.
However WL can try to freeze (the "monster is a block of ice and can't do anything" freeze) monsters, changing their element to Water 1 for the duration of the freeze.
Doing so with Holy/Shadow monsters allows to follow up with another spell (usually Chain Lightning or Crimson Rock) that deals more damage to Water 1 than to Holy/Shadow.
You could also get Comet, but this spell uses a ton of SP, needs 2 Red Gemstones per cast and isn't really very useful for leveling/instances once you leave mid TI.

Sorcs can also solo pretty good in TI maps thanks to their AoEs since WL's are a bit more restringed by using mostly CR to kill.

You can either look for passive monsters and oneshot them with your basic bolts (ex.: Mandragora, Thara Frog, Grove, Stapo),
or pull monsters into a Firewall and then AoE them (ex.: Orcs, Clock Tower mobs, Roween) with Fireball or Thunderstorm or Heaven's Drive once you are second class.
I personally use this route for my mages:
Mandragora -> Poison Spores -> Orcs (field ones, since the ones inside the dungeon are Undead and just eat your Firewall) -> Groves -> Stalactic Golems and/or Maneater Blossoms -> Goats and/or Clock Tower Eden Quests -> low TI
