We have reports from other WP games experiencing issues with login to games and forums. Fairly certain the mitigation system blocked their IPs, but not necessarily from a specific region.

Those with failed to connect and patch issues, please experiment with Google DNS, see this post for full instructions.

It might work and it might not, but if you must VPN to access WP services then safe to assume there is IP block in place.

I can't connect both, the game and website. If I check my route using tracert on my computer I reach the website server but if I call on the browser it doesn't work. I've just changed my DNS servers to Google DNS servers but, it still without a connection.

Ha no idea what that I renting only cannot fix the setting on the PC or rauter because thee are server link in the net cafe

He can't do any of the troubleshooting steps until the owner of the computer shop says so ( or the owner does it himself ).

Your internet cafe's PCs ( or IP in general ) might have been blocked because it turned into a "zombie pc" which means  that it was infected by the attacker and it keeps on sending unwanted traffic every time you log into iRO.
