I wouldn't bet too much on the "fresh start" angle.
It's true that some people went from the pay servers to valk when it opened for that reason, but more than enough people play on it simply because it's f2p.
The benefits of free alt accounts is also staggering.
People continue to play on valk despite the bots and spam, and if they can't scare people away from it then you had better believe that a pay server will have trouble getting them.
I'm one of those players. I play Valk mainly, and when I heard about the new server I thought about all of the fun that comes along with starting fresh ( like I did with Valk ). But then I realized I would have to buy new sets of Kafra shop items on top of having to P2P. Plus, it's going to take forever for any amount of high level gear to hit the market, so it will be even worse than Ymir to try and buy a card or whatever. I also have my trans and high level characters primed up and ready for renewal, and so do a lot of other people. With all the excitement to level to 150 and try the new classes, starting over would be the last thing many people want to do.
But even if Ygg does draw people in, most of those people are already going to be be playing on Ymir or Valk, so it will only hurt those servers. I don't see where any victory would be -- unless they are expecting some huge revenue from valk players who don't P2P switching to Ygg. I seriously doubt that will happen. Ygg is just another Ymir, and if the target demographic is people who are reluctant to spend money, where is their special incentive?

Now if they offered some kind of limited transfer to Ygg I would hop all over it. Something like a normal character transfer but with way more strict item restrictions.
