DESCRIPTION:
If this were the Old West, then there should be the possibility for players to end up on [Wanted Posters]. Rather than have players indiscriminately kill everything out there, some NPCs would exist out in the desert or dungeon. If they were killed, the player's generic character class icon and name would appear on a wanted listing. Being Wanted is not the same as a conviction, it just means the Sheriff wants to detain the player in the town jail for questioning for an inconvenient amount of time. Of course, players can show up to bail the player out, but if the player runs off once out of jail, the bail money is lost. After the NPCs are killed, they need 10 minutes to respawn.
IMPLEMENTATION:
[Wanted Poster Board] is a clickable location at the Sheriff's Office. Clicking it displays a list of the 100 current wanted player names and a reward if the player is convicted. New names cause older names to increase by one position, thus someone at position #29 would be pushed down to #30 if a new name appeared on the list. Once a name falls off the list, the player is set free. This simulates the max detainment time of a real jail (prior to President Bush's changes) where they let you out if they cannot get to you in time. Let's not have our modern jails where they can hold you for six months with that trick of dropping and renewing a detainment order. The amount of reward starts at 10K zeny (positions 1 to 9) and decreases by 1K every 10 positions. Thus a name at position 30 would give 8,000 zeny reward.
[Olde West Handcuffs] are issued by the Sheriff to registered Bounty Hunters who must be of the Gunslinger job class. It costs 10,000 zeny to register and a Bounty Hunter badge is issued (similar to Eden member badge). This badge is checked by the Handcuffs to make sure that only registered bounty hunters can activate the handcuff. The handcuff is a modified taming item that can target a player. Once activated, it has 1/3 the amount of time needed to "tame" the player. If successful, the player is transported to the town jail which is a smaller one-cell version of the current massive jail. The sheriff only issues one handcuff per player per day. A player can collect at most one bounty per 8 hours.
[Killable NPC Citizens] are actually monsters with NPC sprites. Killing one of these NPC causes an invisible zero weight item to be placed into the player's inventory. This item then serves as the flag marking that player as fair game to be detained by the [Olde West Handcuffs]. After the event is over, the next maintenance would check player inventory for such expired invisible items and remove them automatically. It is possible for players to have more than one invisible item because they can kill multiple innocent people. Pretty heinous!
DETENTION:
If a player char is detained, it would unfair to keep them there too long. Any other respectable player of good community stature (level 70 or higher) can bail them out for a refundable Bail Bond of 1,279,999 zeny for each invisible marker the prisoner has in inventory. Once bailed out, a different special item is placed into inventory signifying that player was bailed out once. If the player ever re-enters jail again, then that item will cause previous bails to be forfeited. As long as that character doesn't commit any more crimes during the event, the amount will be refunded at the end of the event. Please don't break probation. Nick Fury has his eye on you. The detained player can also offer his own Bail Bond but this is possible only after a minimum of 30 minutes wait time after detention has started. This simulates the inconvenience factor to let the guilty person reflect on his actions on the Olde West's citizens. A player char can bail out someone once. Once they post bail, either a flag or invisible marker item will be put into that player's inventory.
Any player showing up to bail out a detained player does NOT have to post bond if they have a GM costume or GM mercenary. The Sheriff recognizes that as sufficient authority to set the detained player free.
Now, what to do with repeat offenders who have violated bail and have been arrested again? They will be kicked out of town! Thus they are basically disqualified from the event. It would be unfair to keep them in jail since they could still play their chars elsewhere.

Forgot to mention that [Olde West Handcuffs] don't disappear unless they successfully detain someone. That allows the bounty hunter player to not lose them if the suspect runs away after the attempt was started.
As for one of the wandering killable NPC, I'd like to nominate one of your previous event NPCs that was known to travel around. Mia the Littlest Isis moved out of the pyramids in order to see the world. Her last known stop was in Comodo where she had a a house on top of that wooden deck east of the barbeque pits. But she seems to have wandered off as I don't see her in that house. PERHAPS she has wandered into this old west town! I'd really like to see her around again and in many respects, a snakelike Isis wouldn't be too out of place as she was from the desert pyramid area.
